You won't work at a loss, right? So it's just not your client.
You can tell the client how to save money. For example, he himself will find and prepare pictures for the gallery / slider, provide all the content before starting work and without the right to change it for free. Or abandon the adaptive, old browsers, some functionality, etc.
Here, recently, the client also selected the pictures himself because of the economy. He was surprised that he spent 2 hours and found only 3. But now he knows what he pays for.

Show him the stages of work and write down the hours.
If your labor costs are not an argument for him, such a client is worthless.

Build confidence:
show that you understand the topic, that you can solve the problem.
Tell about objective difficulties, show your calculations, etc.
Ask smart clarifying questions.
Offer options on how to make it cheaper, for example, abandoning part of the functionality or simplifying something.
