Does a freelancer need to complete and pay a W8BEN form?

When filling out a freelancer profile on oDesk.com, I found a section with a proposal to fill out the W8BEN tax form, according to which all non-US citizens are required to pay 30% tax on income received from US citizens. Is it obligatory to fill it out or can I somehow get away from this requisition? What is the mechanism for collecting this tax? Which freelance exchanges will advise, where taxes are minimized or not / you can not pay?

on all foreign exchanges taxes are minimized since you have to pay them yourself and in case of non-payment you are responsible yourself.

W-8BEN is the form that a US employer company needs to avoid double taxation (so as not to pay state tax for you). A contractor who is a non-resident of the United States can fill out the form at a minimum (fields 1-3 and a signature). The performer deals with local taxes himself.
