FPS does not rise above 70 and the video card is not loaded above 70%, why?

I searched almost the entire Internet, but did not find a solution, maybe they will help here.
The FPS in the game CoD Warzone does not rise above 70, no matter what settings I do (high / low), I also noticed that the video card does not load above 70%, I removed the FPS limits, but I could not find the limit on loading the video card. It seems that these are interconnected things, but this is not accurate.
Power consumption in Windows and Nvidia set the maximum + firewood for the BIOS and updated the video card.
Under 50% CPU usage

If I'm not mistaken, then this is due to the Ryzen processor, for unknown reasons (most likely they exist, but I don't know) Ryazan processors cannot unlock the potential of the Nvidia video card. If you have the opportunity to test this vidyuhi with an Intel processor of about the same performance, then most likely you will see that it will load 100%. I've seen vids on YouTube a few times with the same problem.
