What will happen if the video card 950 is not powered with additional power or only 1 power socket is used.

As a person who bought a video card 12 years ago and used it for half a year without additional power, I answer - nothing will happen. It will work, getting its 75 watts from PCI-E. You will not get normal performance, but in general it should be enough for some undemanding games.
