After all, he should actually block outgoing requests from applications that are clearly not allowed there?
But nowhere in the firewall my console applications are registered, but they work ... Explain?

By default, the firewall blocks incoming, not outgoing.
If you explicitly forbid - then it will block outgoing ones as well.
