Email services in 2018. Is outlook up to date?

As all users, I have several mail accounts on several services. There were no particular problems with them.
Recently, for interest, I registered on one fan portal using outlook, and could not wait for the letter.
As a result, a representative of Riot Pixels replied that they did not know why they would use this service in 2018.
Hence the question:
On the one hand, they are, after all, a portal and have experience in mailing lists and mail services. On the other hand, I am not very aware of the work from the inside and the development of mail services.
1. Is outlook out of date?
2. What other legacy email services would you recommend avoiding?

Found: Riot Pixels (abbreviated as RP) is an independent Russian website dedicated to computer games and the PC game industry.
I don't know why anyone else is using the RP site in 2018...

or maybe the dude confused the Outlook.com service with Outlook and Outlook Express (which even MS has already been scored on, and support has ceased)? Well, yes, they instead made the "Mail" application in Win10.
And "Outlook" is such a corporate mailer, as part of MS Office, with calendars, integration with corporate things such as exchange servers, domains - it is quite used in real companies, and not scribbles on the Internet like Riot Pixels

1. No :) Unless, of course, the game journalists there meant part of the MS Outlook office suite, and not the ancient Outlook Express application :D
