Bulk email implementation with Yii2 and Amazon SES API?

Good day!
There is a base of users (more than 20 thousand). Also used by Amazon SES as SMTP.
How, using the Amazon SES API, you can implement bulk email (letters have different content). Is it possible to accomplish this task using what is essentially a normal loop? Or are there other, better ways?
