Educational institution in the cloud. For how much ... time and specialists can this be done?

In "some educational institution" there are more than 40 different systems for storing and processing data, including self-written instant messengers, databases and applications for them. It's time to unify this business, and we (our educational institution is located in Russia) have chosen the perfect combination of technological, political and economic factors: we decided to "get soft" at the end of 2014!
We bought a lot of accounts (several tens of thousands), wrote a backend on Ruby & Rails at night to include a database with users in the Office365 & Sharepoint system, raised AD, everything works, great!
And now the question: Next, we want to integrate the systems listed in the tags into each other. Suppose I am a vice-rector, the main staff of the informatization department was reduced to me, and God forbid 5.5 people left, and in an educational institution there are 17 buildings above five floors, 25,000 students, a sea of offices, an ocean of computers and another 2,500 various employees. How much time and specialists will it take me to:
1. Transfer all computers to a domain
2. Create groups within Office365 for departments and students (and administer them)
3. Saw a lot of integration for Moodle and Co (such as one account for all systems)
4 Get departments and students to use these technologies, install Lync, use OneDrive and other "tiled" products.
Provided that:
1. The number of accounts is more than 40,000
2. The local network is established
3. We will write the backend
4. I will lose the post of vice-rector for drunkenness only after three years, so here's the maximum term for you.

Hello, I'm amazed of course by your ambitions, but still there is a solution.
Database programmers 4 people
Sharepoint programmers 4 people
System architect 1
ESB programmers 2
partitioning of hardware resources
database servers 4 central 4 redundant 2 supporting
application servers 12 central 6 supporting xeon e3 1200l levels minimal
terminal servers 48
then you get 2 global BP because 1 backup
then run in the cloud or at your own esb the most difficult stage is data integration
create a structure of templates for all departments and departments,
then test all this
, I don’t know why the moodle, but it’s up to you ... you can write a learning system yourself in aspe,
I would also recommend an electronic record book system based on java cards with infomats for students and staff, which will simplify access everywhere and integrates everything into itself,
then hang your backend on all this beauty
and voila, in 6 months you will have everything working
in terms of complexity, your solution is close to the deployment of the documentum system, although the prices there are exorbitant.
