the first thing that comes to mind and what I use is Kaspersky Endpoint Security. This is something like a fork in a Swiss knife - not the main functionality, but it's good that it is.
You can send messages there. But there is a mailing not to the user, but to the computer. There are no settings for message control.

"standard net send" - blocked by firewall by default. And for reception, like the service is stopped by default. The reason - there was a moment, it was used for spam.
If the network is peer-to-peer, you can use any chat client without a centralized server. Some are compatible with "standard net send".
