Which license to choose for MS Server?

Good afternoon!
Need a server for file 1s. They will connect both via RDP and via LAN to the database.
Which server to choose? I can't find information on the internet.
available from vendors:
Microsoft Server 11.Right to use WinSvrStd 2012 64Bit RUS 1 pk DSP OEI 2CPU/2VM [P73-05337-L]
and

Both of the licenses you specified are valid only when purchased together with the hardware. If the hardware is already available and licenses are purchased for it, then one of the options:

OLP license gives the right to downgrade. After the purchase, you will have a personal account on the microsoft website from where you can download distributions and get the keys. It will be possible to download and install not only Windows Server 2012 Standard, but also Windows Server 2008R2 Enterprise or Standard
If 1C is in file mode, then most likely everyone will have to work in the terminal. As a rule, if the number of users simultaneously working with the database on the network is more than 5, the database slows down a lot. There are 2 solutions to this problem:
1. Everyone works in the terminal
2. Use SQL and Server 1C Enterprise
Pro AD:
You can install AD on Windows Srever, but it is highly not recommended to combine the AD role and the role of the terminal server for reasons of security and stability of the server. If there are really a lot of users and AD is needed, then it is better to buy 2 servers and separate the roles of Ad and the terminal. But in this case, it is better not to use 1C in file mode. According to the recommendation of 1C, with more than 10 users, you need to use SQL.

Hmm, my answer is 1.5 months late, but maybe it will help someone else.
The edition of Windows Server 2012 Standard includes a license to run two instances of the OS in the form of virtual machines, however, only on one physical server. Therefore, it is quite possible to buy 1 2012Std license, install the free Hyper-V 2012 Server on the server, and 2 virtual machines with the 2012 server in it. On one of them, organize a terminal server with 1C, on the other - a domain controller.

you can only buy windows 2012R2 in different editions, and then use windows 2008R2 by right of downgrade
