I even doubt that ARM will pull 4 video streams for some kind of intelligible coding. If hardware acceleration is used for the decoder, then the coding will be software-based. And the percentage there is not particularly smart.

No, it's unlikely to pull. From one camera at 0.3 Mp in h264, I coded about 40% of the processor power.
