Video surveillance on Debian/Windows - which one?

Hey! Somehow I remember for a long time - for home use it was convenient to use the iVideon server program. You install at least on Linux, at least on Windows - and you share any USB webcam over the network, a convenient cross-platform application is immediately attached, and all the goodies up to broadcasting due to NAT up to one (or up to 3 - I don’t remember already) cameras.

Today I discovered that you can't add a camera to iVideon for free.

Recommend something free and similar. No motion or type ffmpeg advise. I need to create an infrastructure in a couple of hours: 1 USB camera + Computer with Linux or Windows + static address (available) + convenient viewing of the archive from an iPhone or another computer.

Better under Windows, because my Logitech C270 camera produces an ideal picture under Windows, and in Linux - crap and not a picture. And reading tons of mana on setting up software for Linux + a codec for the camera is not interesting to me at all.

If there was an IP camera, I would simply open its port through a router, but I have USB.

In Linux, I rummage normally, that's why I ask the software first of all for Windows, where everything is configured with the mouse without dancing with drivers, and v4l2 codec for cameras. I'll set them up until tomorrow, and I'm already leaving the house at 7 in the morning.
