Does Valve require money for the commercial use of cs 1.6 game servers on its paid hosting?

I want to open my hosting. The lawyer told me that if you use games without the permission of its developers, you face a fine. Does this apply to world servers. I've watched a lot of videos on how servers are created on hostings for commercial gain. And they were not punished.

It should be understood that there is a game, and there are add-ons for it. Dedicated game server is an add-on. And hosting is a resource where you can purchase a server with certain parameters, where the Dedicated server add-on will be launched. The same thing as renting a VDS, and the client will install game servers on it.
Valve may be against, for example, installing DPROTO on a CS 1.6 server. Because it makes it possible for pirates to enter the server. But even for this the hoster is not responsible.

If you are so serious about the issue, then you should ask Valve itself.
If you are going to use the cs code, there is probably a license somewhere in the code - it is worth starting by reading it and showing it to a lawyer.
