Do you think non-promoted pages need optimization?
There is, for example, a store. Sells furs and outerwear. For some reason, the owner wants to promote the pages "Fur coats" and "Vests", but the rest ("Coats", "Short fur coats", etc.) does not want to.
It turns out that promoted pages with fur coats and vests have unique meta tags, texts, etc., while non-promoted pages have nothing but products (for example, the title "Coat", H1 "Coat", no description, no text).
Of course, adding more "human" meta tags and text is extra. work and costs.
Are they needed or not, what do you think?
PS. I have a policy to generally move forward on the maximum of requests, at least for all available pages to collect, and, if possible, create new ones. These are traffic and relative stability. But this site is not mine.

It is 100% necessary to fill in meta tags and work with the titles of all pages. And in any case, you will have to work on all the pages and sections of the store, as IM will not move forward without working on commercial factors.
Read my article on Habré about commercial factors, you will better understand why you still have to optimize the entire store.
Yes, and your policy of "advance on the maximum requests" is also correct and only it works.
