Simple common sense dictates that 1 and 3 don't make sense at all.
If you are promoting a national site, regardless of the main one - a subdomain and CNC.
If you promote multilingual - section and CNC.
If you do not promote at all - section and id.

Why does the alias need to change by language? Are you going to write in Arabic CNC?
