Do spam mailings and site forms work?

Frankly tired of spam. Spamming forms to websites, e-mails:
- buy this from us
- look at a cool site
- attention, akhtung - this is incredible
- this super service will be 146% useful to you
- read our presentation
- etc.
Everything is like on the selection is sent out in general it is not clear what. I delete these messages immediately. Answer me, are there really people who will buy / use the services of advertised underservice companies at all. I understand that, most likely, they order mailings to databases ... but what do they even hope for. The goal of the one who orders "runs" is clear, but the motivation of those who order services from such people is incomprehensible - do they seriously count on some goodies?
I'm sure there are people out there doing the mailing list. Explain!

Today, the situation for 50M seems to me as follows. You have to pay 3,500 Euro Andrew Williams, who acts as Madam's attorney.
As I understand it, based on conversations with me and with the “girls”, you had questions:
1) what is paid for by this amount: SWIFT (Madame), account access codes (Sveta), anti certificate (me). All three reasons for payment have the same background: Andrew has a copy of SWIFT, which contains complete information about the payment for the Moscow Bank, and in order to receive this copy, you need to get the original Anti certificate. The attorney's fee for the work to obtain this Certificate is 2,500 Euros. Previously, Andrew paid 1000 Euros: Bank commission for sending SWIFT 500 Euros, plus 500 Euros for the work of an attorney
2) whether the funds are ALREADY in the Moscow Bank. Answer: the funds will be credited to the Beneficiary's account within 24 hours after the receipt by the attorney of confirmation of payment of his fee and receipt of an electronic copy of the SWIFT from the attorney by the Beneficiary.
