Description of the It-infrastructure?

Tell me, is there any free / inexpensive software in which you can compile (fill in) a catalog of services, draw up SLA rules, store documentation (contracts with outsourcers), compile metrics, and so on?

yes, any wiki engine in any repository of any normal Linux distribution.
plus a pack of tools and scripts for semi-automatic drawing of network maps.
but still, maps of racks, power supply, descriptions of servers, she is unlikely to draw you

what is the meaning of inexpensive?
I can recommend Itilium, to some extent it is not expensive.
