How to bind a user to an organization in GLPI with multiple entities?

Good afternoon.
Given:
GLPI 9.1.3 with authorization in Active Directory and two organizations (there will be more) like root--Branch1. Configured auto-assignment of a request to a specific organization based on the recipient's email (if [email protected] then Branch1) .
The problem is that notifications for updating applications (a comment or a decision has been added, an application has been closed, etc.) only come to those users who are linked to the organization to which the application is assigned. This is ok, but if a user writes a letter to [email protected] for the first time, I see him in the list of users but without any link, i.e. it will not receive any notifications. There are rules for assigning users during authorization(Authorizations assignment rules) but they only work when a user tries to log in to the GLPI portal, which, as practice shows, most will not do.
The question is, how would I automatically associate the user who wrote the request for e-mail with the same organization?

Try importing accounts via ldap. Create a mail receiver rule that if user:group = %desired user group%, then add it to the desired organization.
