Dell Inspiron 5523 battery, what could be the problem?

I want to know the opinion, what can be with the laptop? Video attached https://youtu.be/N7OxxLI71h8
The battery is constantly being reset. I think either the battery went down, or the controller. Doesn't work at all without a power supply.

Turn off the laptop, remove the battery, wait a minute, plug in the PSU, turn on the computer, go into the BIOS settings and turn it
off.
Insert the battery into place, turn on (try) turn on the laptop with only the battery. If it doesn’t help, find a multimeter and a regular light bulb for battery voltage from your friends (see the sticker) (12-14 Volts is usually just right). Then check the voltage on the battery and if it is enough, discharge it with a light bulb, but without fanaticism, up to 2.8-3 Volts per cell is enough. Then insert the battery into the laptop, connect the charger and leave them in this form for 2-3 hours. After that, try to boot without a PSU.
Either just trust the professionals, or buy a new battery in China - it will cost a little more than repairs with the replacement of a failed (degraded) cell.

It could be either.
The sure way is to check with another battery or take a multimeter and oscilloscope and check the charge circuit.
But it looks more like a problem with the charge controller in the laptop, the battery controller, as a rule, does not deal with such a biller - he either gave the go-ahead or cut off nafig if something is wrong. But it depends on the scheme of all this goodness.
