Customer support system for website developer. Prompt ready solution

We need a system to communicate with clients who are in "care" i.e. use support services.

Each client has his own personal account, in which he creates tasks for developers and content managers.
I tried to find it myself, but otrs.org/ and www.eticketsupport.com/ didn't like it at all. Maybe someone already faced with the solution of such a simple problem? It is better if it is not SAAS, because. be able to change the appearance of the system.

*upd* Preferably free, or no more than $100.

I advise Help Desk , it has been working stably for a long time. You can add code to suit your needs, it is quite adequate. I can share with a self-made localization file.

For ticketing in the service center, we used the Request Tracker: bestpractical.com/rt/ . Absolutely free.
In my opinion, a simple, reliable and easily customizable solution.
