How do you approach planning and design?

Good afternoon. The situation is this - you are a front end (or back end) developer. Well, or in general, team leader. And you work in tandem with a back-end / front-end developer. The designer gave you the layout of the site, which you need to make from scratch, on wordpress (or other cms, it matters). How do you build interaction with a colleague and superiors, what do you discuss, what and how do you plan - so that the implementation of the project goes without jambs, delays, misunderstandings and other things? What points do you take into account when planning, how do you set tasks (technical and organizational)? In a word, I simply ask you to share your personal experience and knowledge on this issue.

Main:
Complex tasks are divided into small ones.
Each task is rigidly tied to the deadline, the executor, the inspector. Ideally, the deadline is not shifted, which is quite realistic for small tasks.
Each task is discussed separately, if by voice, then the person in charge writes the minutes of the meeting in the task description.
There are many systems for managing the flow of tasks - try trello, planfix.
