What is the difference between a technical director and a project manager?

Wondered what the difference is. In one company, 2 people introduced themselves to me: one as a technical director, and the second person as a project manager. In total, the company has 1 project, there are no more and are not planned. So it became interesting, what are the divisions of duties between these two professions?

The CTO is responsible for the technical execution of the project.
The PM is responsible for the execution of the project.
Technical implementation includes:
- Applied technologies for development
- Approaches and practices to writing program code, its storage, integration
- Determining the infrastructure of servers and databases
- Taking responsibility for the quality of the program code and scalability of the
PM sets the task for development - it goes through the process which builds SRT and at the output of the PM gets the desired result.
