Project Manager specialist in the Western market. Requirements?

Economic education, personnel management. I am 32, previously ran my own business, I want to invest in my education, study Project Manager and work in the Western market - in Europe.
What are the requirements for employment in Western countries?
1) Where is it preferable to get trained? What courses do you recommend?
2) Do I need a second higher technical degree or separately in the field of project management organization?

For PM you need to know the local realities.
Programmers work with abstract things.
So do not draw analogies.
Programmers need not local.
No local PMs are needed.
