Is there a resource for testing the performance rating of my employees (would be free)?

Several specialists work in the department, the field of work is the same, all specialists are equivalent.
Each of the specialists as their activity issues a certain "product", maybe more than one.
The product is released by the department and the company as a result several times a month by each employee.
Are there services, sites, programs (or maybe there is a ready-made solution in social networks or similar mechanisms) to organize a secret voting of each of these employees for their colleagues on the quality of the product? Naturally, he cannot vote for himself.
Example:
Specialists A, B, C, D, E work. Specialist A made 1 product in a month, specialist B made 3 products in a month, specialist C made 4 products in a month, specialist D made 4 products in a month, specialist D made 4 products in a month product.
Now each of the specialists, at the end of the month, enters this voting and evaluation system and puts down points for each of his colleagues for each of the products.
The system saves all these ratings and displays an average score for each specialist - that is, it sums up all the points that the voters gave and divides these scores by the number of products released by this employee.
It turns out a certain system with final grades at the end of the month. Based on these ratings, you can make a rating, distribute some kind of monetary bonus (for example, by multiplying the rating of each of the employees by a certain amount of bonuses). It will be quite fair.
It will be quite motivating. The factor of subjectivity and "favorites" for the authorities is excluded. That is, the employees themselves evaluate their colleagues with a score from 1 to 5, for example.
You can vote and rate only once. Well, you can also give the opportunity to vote and evaluate the management, bosses, those who are also more competent in the quality of the product.
Do such systems already exist? Maybe there are ready-made services on the Internet? Who faced similar?
Maybe there are more successful and more effective systems for assessing the quality of work on the quality of the results of employees for the period for the FAIR distribution of remuneration, bonuses, the formation of a development strategy and the assessment of the motivational mood of the specialist department ????

I believe that you want a kind of mirage.
1. Will employees evaluate each other? Well, OK. But what about the fact that they are not robots, but acquaintances in real life (as I understand it) or at least people who communicate with each other regularly? They will have likes and dislikes, so the attitude will be biased.
2. I don't smoke and I was always jarred when I found out about the discussion of something in the smoking rooms. Abstracts, ideas. This is, in general, a special case of clause 1
3. Don't you think that the workers will simply come to an agreement and will not spoil each other's karma? Or vice versa - will they bring down someone together?
4. Are all your projects spherical in a vacuum? After all, for sure there is much more difficult and more important. Yes, and more profitable.
