It's definitely a hardware issue.
What motherboard? What slots are the memory sticks in?
Look at the documentation for the motherboard, most likely you have not positioned them as recommended.
CPUz itself does not use memory, it receives information in a different way than windows, so it can see one thing, windows another.
It is unlikely that someone will be able to give a clear answer, but poking memory slots usually helps. Even tritely swapping them around can help.
In general, try different options for placing memory bars.
The main thing is to do everything carefully, carefully remove, carefully snap into place. Do not turn on until you are sure that the slots are correctly inserted all the way.
