Why is the firewall blocking the system despite the rule?

The firewall has a rule that allows the system process access to the network, but for some reason it still blocks it.

Because ntoskrnl.exe is not a System, the firewall will treat it as an entry for a normal program, and there is no System program, only a process with that name. Try to stupidly enter "System" into this field, maybe it will help. If not, it means that it is a privilege of predefined rules.
