Clone Windows 7 from Kingston SSD to Samsung SSD?

Once I cloned an old HDD into an SSD, everything went ok.
Now I want to clone this Kingston 60GB ssd into a new 256GB Samsung SSD.
It's not entirely clear from the manual if Samsung Data Migration can do this, or if it only copies from Samsung SSD to Samsung SSD. It seems like the destination disk should be Samsung, and the source is not necessarily Samsung.
I also don’t understand the moment with SATA-USB cables, why you can’t just plug two SSD drives through SATA into the motherboard and transfer.
Tell me, maybe there is another relevant software for this case?

SATA-USB is most likely mentioned in the context of laptops, where the second drive is most often the only way to connect.

Because not everyone has the opportunity to plug two or two SSD drives via SATA into the motherboard, for example, try to do this on a laptop.
In general, if you have the opportunity, you don’t need SATA-USB, and if you can’t connect both drives to SATA, then SATA-USB adapters can be useful here.
