Maybe you should look into bios and see if the controller is turned off (or turned on in 2.0 mode)

USB 3.0 driver not installed
Damaged HHD disk controller (defective)
Try to connect the disk to another device directly
Damaged USB 3.0 connection device controller board (defective)
