Long average HDD response time. How to fix?

Recently, the PC began to get very stupid, folders open with a long delay and applications too. And also the HDD is loaded at 100% with a large average response time. I noticed that this value reached as much as 5-10k. I also checked the disk for bad sectors using the standard chkdsk method and the Victoria program, no bad sectors were found. Tell me what to do.
