Can the video card burn out from a weak power supply?

Hello. I ordered a used video card when starting windows 7 it works fine. Only the furmark test starts immediately showing a black screen and blue bars. Until now, there was exactly the same video card and now all the tests are going with a bang. I write to the seller that the card is bad, and he writes that if the unit is less than 600 watts, then I could burn it, I have a 500 watt unit, but the same video card works well. Is it possible to burn a video card with a weaker block?

Write PC components, which card costs, otherwise it's hard to say so.
If you have a current mother, vidyaha, CPU, HDD, CPU FAN, then it should be enough with your head . Otherwise,

where did you get that it works?
It turns out you have 2 cards worth? If so, how was it merged?
+ if so, then r9 is enough for 500w, but 2xr9 will already be missed and because of this, the system can:
1, cut down
2, not work at full capacity (most likely this is the case)
3, errors come out or it is simply ignored.
