Can procedural texturing replace modeling?

The question may seem silly to knowledgeable people, but I really want to sharply clarify the subject!
1) Can procedural texturing replace modeling?
2) Is it possible then to convert all this miracle into a mesh with a good mesh?

1. Any texturing is not a model but only a texture.
2. As far as I know, textures are not converted to meshes, and certainly not into a good mesh. (Display you probably meant)
