How to start modeling (pictures inside) models for a 2.5D matrix (bas-relief)?

It became interesting how to start modeling such a model and in what program:
I work in Mudbox, but there are a lot of straight lines and at first glance everything is elementary, but it wasn’t there.
Can eat any methods for such modeling?

Maybe obvious, but ZBrush. There are quite a lot of implicit possibilities for this kind of "sculpting", including for hard-surface modeling.
