Can I write modern Swift code with macOS High Sierra Version 10.13.6?

The problem is that the 10.13.6 version does not install xcode, which requires a new version of macOS.
Device parameters: MacBook PRO (13-inch, Late 2011). If you install xcode from a pirate, then, as I understand it, not all functions will be available on it on an old poppy, like mine. And the second question - does it make sense to take a poppy if you can install a virtual machine on Windows or is there a huge difference between these two options? xcode is installed on any version of macos. Naturally, not the latest version and not the most recent SDK.
so it can be developed.
makos in a virtual machine - pain and humiliation.
