Safari freezing when returning to the previous page?

Good afternoon!
The problem is this: when returning to the previous page, the Safari tab freezes tightly for 1-5 seconds (depending on the "weight" of the site), which makes it impossible to perform any actions on the page, neither scroll, nor follow links, etc. Has anyone encountered this problem, what are the solutions?
MBP 13 2017 (Mojave)
I reinstalled the system on a blank disk, tried to roll back to High Sierra - it did not help.

Is the disk old? did you check for bads?
