Welcome all! The essence of the question is that I want to integrate with the PayPal payment system for a small online store.
But bad luck, many acquaintances, to whom I turned for advice, assured me that there is no such possibility in Kazakhstan (they say it has recently appeared only in Russia, so it will not be soon to us). I tried to figure everything out myself, but as it turned out, there is no information on the official website where and in which countries these or those opportunities are available.
But logically, if I understand correctly, everything can be set up so that the seller will not have a PayPal account, but a VISA card account and, therefore, the buyer will also have VISA. So what's the difference, which country, if there and there VISA. If I don't understand something, please correct me.

You will not be able to accept payments if the account is registered in Kazakhstan. You have to register in Russia.
By the way, I myself am a citizen of the Republic of Kazakhstan. There is an option to withdraw Paypal in Russia, Ukraine and the CIS .
