Do I need to receive IPN notifications from PayPal if the account is standard (not business)?

The bottom line is this: if I have a standard PayPal account, can I use instant payment notifications?
The support team could not unambiguously answer this question, but in the settings you can specify a link for notifications, the same can be done, for example, when creating a button, and so on.
Then I follow the link and cancel the payment - zero result. PayPal does not call my link and there is nothing in the history of payment notifications. Only operations that are in the status "completed" or "reimbursed" appear there. Is this normal, should PayPal notify me of a canceled payment at all?
Next - there are several operations in the history of these notifications. You can click the "retry" button - so that PayPal once again provides a response to my server about payments. Zero response....
I simplified the script handler as much as possible, just to understand whether it works or not: these are two lines of code with adding a new entry to the database, respectively, if PayPal gave an answer for any operation, the entry would be added, which can be said with confidence to judge as it works if I call my script myself from the browser line or via the IPN simulator ( https://developer.paypal.com/developer/ipnSimulator/ ).
Actually the main question: should it work on a standard account? If not, where do all these settings come from?
