Can I put two layers of thermal pad?

Hello!
There is a thermal pad with a thickness of 0.5 mm, but 1 mm is needed. Can they be stacked on top of each other? What is the best way to do this?

What does "necessary" mean? What kind of hole do you have there that you need 1 mm. The thermal pad is actually not patching holes, but bumps / scratches in the metal when touched, and there it is VERY far up to 1 mm.
That is, I would say, put 0.5 mm and everything should be OK.

You can do this, but be prepared for worse heat dissipation compared to those stated for thermal pads.
Council number 1. When folding, do not allow gaps (air, dust, moisture, etc.) between the layers.
Council number 2. Lay between the layers of copper foil 0.02-0.05. T / gasket pieces are uneven, you can run into the coincidence of 2 "bad" sections.
Council number 3. If the t / gasket is reinforced - turn one layer relative to the other by 90 degrees.
Good luck.
