I reviewed those that are in the MS gallery - nothing came up.
Prompt BlogEngine / CMS on .NET, in which you can blog and publish articles, with multilingual support out of the box or having a working version.
For me, multilingualism:
- the site indicates (with the ability to switch) languages;
— I create an article/record, make translations for it;
- the user opens an option with his language;
- the user can switch the language;

Searched for apalogic and found nothing. Usually they localize CMSs separately and try to sell these settings. I looked at N2, Orchard.

WordPress can already run on and under IIS - is it in the app store - can you look for the appropriate plugin for it?
