I was puzzled by the idea of ​​​​creating my own blog. I want to act on the principle of "either good or nothing." Therefore, I really don’t want to make all articles standard rectangles of text and photos, as we are used to seeing on websites.
Sometimes there are sites with a unique layout for each article.

And the second question is what technologies are used to create content on them. for example, as I assume my first example, a person typesets each article in the IDE. in the second case, Microsoft, I think, has some kind of wysiwyg editor, since the design of articles has plus or minus the same set of features.

Any site, including the ones you provided, is: css + html + js (in terms of layout)
website design consists (roughly speaking) of layout and content. wysiwyg - available on any system, I don't think MS is no exception. I have no idea how to type up content in the IDE, it's strange. How to change the layout through wysiwyg, especially with non-standard layout and navigation, I don’t understand either. For layout - IDE, for wysiwyg content.
