Blocking program access to the Internet, Windows XP

What is the easiest way to block one particular program from accessing the Internet in Windows XP?
The built-in firewall can only block incoming, as far as I know.
I looked for free firewalls - comodo weighs 120 MB, ashampoo refused to work ...

On XP SP3, if I'm not mistaken, there was already a firewall for outgoing connections, at least I remember how I had fun in a domain with a GPO on a test OU with an XP machine, because it was necessary to close outgoing connections very strongly. it was more than a year ago, I don’t remember what I played out then, but try to play around with the standard Windows firewall for a start.
PS. I remember there was once such a firewall as AtGuard, then someone bought it, it seems.

Free Sunbelt Personal Firewall. But you will have to look on the side, since the company has stopped supporting it
