Black screen, beeper is silent, fans are spinning. What is your own problem?

Today I received a percent from the "new mail" (Ryzen 5 2600), I came home happy, I connect it and a black screen.

Before that, I had an Athlon 200GE that worked fine

PSU: Chieftec 500W (bought three years ago)
RAM: 8GB 2133MHz (which worked fine earlier)
Mother: Gigabyte
A320M

I turn it off via the Switch on the PSU (I / O button), since it does not turn off via the PowerSW / ResetSW button

UPD2.0: I found something strange on the socket itself (black dots on the legs in the socket) ( https: //imgur.com/a/jQK2SYa ) I can't upload here because of 4K and if you lower the resolution, you can't see anything

Today I launched it by some miracle, the problem apparently was in the blockage on the socket.
To be honest, I’m shocked by this, I spent the whole day on this
. UPD: I understood what the problem was, when I put everything back on, it didn’t work again. The problem was in one with .. and USB 2.0 which is on the front of the case (By enumeration)

Update the BIOS if you haven't already.
Then remove the battery, start the PC, wait half a minute, turn off the PC, unplug it, wait half a minute, plug it in, insert the battery and start again.
