Usually an electronic lock is a natural lock, an executive device in which there are no brains - they gave it 12 volts - it stuck, (or moved the latch from the locked position to the open one).
And brains are controllers of varying degrees of stupidity, among which, obviously, there can be programmable ones.

Yes, because the controller can be programmed (and at different levels - by setting a script, if it is an ACS, by setting relay logic, if it is a PLC, or naturally in C).
And No, because in fact, it is not the lock that is being programmed, but the controller, which is a separate device.
