Birman layout + Win8×64 + Punto - Molotov cocktail?

Habitually put Punto on a new laptop under the figure eight, Birman's typographical layout was habitually put there, relatives were deleted through the control panel → language. However, Punto very stupidly switches only one of the Burmese layouts to "some other", and back to the correct one. I installed the Russian one last, which means that it will turn on correctly through Punto, long characters in English with beautiful quotes "" will disappear. The same if the last one installed English.
Windows itself absolutely correctly switches both Birman layouts via Alt-Shift.
Interestingly, when switching win-space layouts, four pieces appear there, along with the original ones. In other words, all applications do not have access to the initial layouts, Punto does, and it's tricky: the last installed layout is still turned on automatically.
The classic question: “What to do?”, That is, how to solve the problem?
To the question “Why do you need to do this, because there is ...” I’ll just say: I’m a blogger, it’s important for me to have special characters on the keyboard, and it’s very important to have the usual Punto switch, it saves time, so don’t waste time on them, better help.

I set up Panto like this: I switch the language on the left Control.
There are no such problems in our universal layouts.
