How to create your own layout/input language for Windows?

You need to create your own layout / input language based on the standard Russian layout, adding a few letters available with AltGr.
Switching layouts should be done using standard OS tools, as in the screenshot below, but instead of the Tatar language, use your own language:

Disadvantages of methods known to me:
1) Using Tatar (or another suitable language) - an excessive number of unused characters scattered across the keyboard in the most unexpected places . Of course you can get used to it, but it's still uncomfortable .
2) "Layout programs" - apparently hanging hooks on the keyboard, although rare but glitches, the impossibility of modification (for some reason, the top number row of the keyboard is often used to enter characters), because there are no source codes. Intervention in the system , I would like to do without installing unnecessary programs, services, etc.
And now, the question is: is it possible in Windows to do something similar to editing the files " /usr/share/X11/xkb/rules/base.xml ", " /usr/share/X11/xkb/rules/evdev.xml ", " /usr/share/X11/xkb/symbols/ru " on Linux?
