On the English layout, they are typed with the 'E' key

Solved the issue using Microsoft Keyboard Layout Creator. Edited the existing layout using the program and installed it in the system)

Single quotes are not allowed, but there are options with NumLock:
-for a set of "herringbones" press Alt, type 0171, release Alt - we get "; press Alt, type 0187, release Alt - we get ";
-for a set of "paws" press Alt, type 0132, release Alt - we get "; press Alt, type 0147, release Alt - we get “;
-for a set of 'single quotes', press Alt, type 0145, release Alt - we get '; press Alt, type 0146, release Alt - we get ';
-for a double closing quote, press Alt, type 0148, release Alt - we get ”.
In any case, SHIFT + 2 - there will be double quotes, better than nothing ... Helped as much as I could, unfortunately, there are no other options ..
