How to make two layouts in Archlinux console?

I want to figure out how to switch the layout in the console on a laptop with a German keyboard. The default is US . If I put Keymap RU , then US and RU work . But I need to switch to DE - RU .
In xx everything works fine. The problem is before the launch of X, in the console.
Here is the output of localectl:

KEYMAP=ru
FONT=cyr-sun16
KEYMAP_TOGGLE=de

By default, DE works , it does not switch to RU .
If you swap RU and DE , then only US starts working . if you put only RU , then RU and US work .
