Are these two servers really Windows telemetry servers?

All recommendations for disabling telemetry in Windows 10 include the recommendation to block the following two addresses:

az361816.vo.msecnd.net
az512334.vo.msecnd.net

But, as it turned out, the dist.nuget.org server, also known as api.nuget.org, is located on the same IP, which is necessary for programmers for development. Is it really Windows telemetry being sent to the server data, or is it just a copy-paste effect?

In the modern Internet, only a windows specialist responsible for telemetry can give an answer to this question, provided, of course, if you indicate the exact time for which you need up-to-date information, and that is not a fact.
So the question doesn't make sense.

Is Windows telemetry really sent to server data?
Only Microsoft knows what they send there.
Basically, you block by domain name, not by IP address. So there shouldn't be any problems.
