AltGr+Shift switches input language only in one direction: EN->RU. Is it being treated?

AltGr + Shift stopped switching the EN-RU language cyclically on Windows 7, and now it only switches to Russian - pressing it again does not change the language. In this case, the left Alt + Shift switches the input language "normally", in a loop.
Question: how to return the former cyclic AltGr+Shift?
Started after today's system update. The reboot didn't change anything. Reinstalling the Russian input language - too. The language switch manager is alarming, where only the left Alt is mentioned:

You need to uninstall update KB2970228 (Win7) or KB2975719 (Win8.1). Update to support the new currency symbol for the Russian ruble in Windows. 10x fcdm .
UPD This KB tends to be re-installed with the next system update.
UPD. According to Core2duo, there is another such update for w8 - KB3000850.
