Manjaro linux incorrect keyboard setup?

There is a laptop (netbook) Acer Aspire ES-11 (ES1-132-C4V3) with Manjaro and kde plasma. The problem is the following - there are two layouts - Russian and English. The one that is not set by default (either of these two) - does not recognize some of the keys - because it considers them to be numpud arrows - how to put them into character mode? i.e. one key can work in three modes: as a symbol, as a number (with Fn + NumLk pressed) and as a numpud arrow. So, some of the keys, as the interception by the virtual keyboard shows, are recognized as arrows. I tried to change the keyboard model in the settings - it did not help. Moreover, if I set the default - Russian layout - in Russian - all keys begin to work correctly, and with English - the same way. - that is, the second one "breaks" - the opposite layout. Has anyone encountered this?

Try adding "numpad:microsoft" to the etc/default/keyboard file in the XKBOPTIONS line (separated by commas if the line is not empty).
But some programs ignore it (revolt).
PS Although, probably, this is not quite the case. I have desktop.
