Ilya Birman's layout does not work in the English keyboard mode?

Hello! After downloading and installing Ilya Birman's utility , I could not set the mode for the English layout (it simply does not find any "typographic layout"). With the Russian language, everything went off with a bang.
Activation passed from the folder

C:\Users\Ivan\Desktop\Ilya Birman (keyboard)\Eng

Not found in
Control Panel\Clock, Language, and Region\Language\Language Options\Input Method (Layout)

OS: Windows 10. No touch support.
